Live in India. Today is a mock drill for public awareness and war readiness.
Electricity to entire cities would be cutoff and warning sirens would be called.
Goverment is really aggressive in this matter. There is massive political anger against Pakistan after the terrorist attacks.

Is there thinking among the locals that a big war might break out? Or do more people think it will just be small border skirmishes?

Opinion varies, as someone from a relatively liberal family, no one in my family is taking it seriously. Such a situation broke out even in 2019, though the people killed this time by the Pakistani side have been tourists, including 1 Nepali tourist and one Kashmiri. So people are kind of angry (rightfully). But yes, most people think it'll be border skirmishes, not full blown war.
The Kargil War of 1999 was fought between nuclear armed India and Pakistan too, and nothing much happened other than some 500+ deaths on our side and a quick victory. I sincerely doubt either side wants war. As stupid as Modi is, he isn't going to wage war just for votes. Communal riots are more effective, and more of his thing.
One key detail is that India didn't strike any Pakistani bases, just terrorist bases. Masood Azhar of Jaish e Mohammed confirmed that his mosque was targeted. (He expressed a disturbing amount of joy for the fact that his family was killed.)

This time is might be something big.
Such mock drills, blackout drills, sirens and other public awareness campaigns were not conducted since 1971 war.
Also I work at a textile mill which produces a lot of domestic textiles, many of our buisness clients have instructed to hold their orders until the situation escalates down.
I would say definately not normal border skirmish because people all over india were never bothered by those this time buisness are actually taking precautions.

I guess that story a few days ago saying an attack was going to happen was true after all.

This was expected, no way India would not retaliate after that terrorist attack by Pakistan based terror groups. This attack was mostly on terror camps and no military sites were targeted. Hopefully both would de-escalate after this.

It's like some people on this planet, that we SHARE, just wants to kill someone else. I can't wait until we wipe ourselves out of existence; the planet will be better for it.
