Guterres said the UN agency would be prevented from doing UN general assembly-mandated work if Israel implemented the laws, which would ban the agency from conducting “any activity” or providing any service inside Israel, including the areas of annexed East Jerusalem, Gaza and the West Bank.
Guterres called on Israel “to act consistently with its obligations” under the UN Charter and international law, saying: “National legislation cannot alter those obligations.”

A man who used AI to create child abuse images using photographs of real children has been sentenced to 18 years in prison.
In the first prosecution of its kind in the UK, Hugh Nelson, 27, from Bolton, was convicted of 16 child sexual abuse offences in August, after an investigation by Greater Manchester police (GMP).
Nelson had used Daz 3D, a computer programme with an AI function, to transform “normal” images of children into sexual abuse imagery, Greater Manchester police said. In some cases, paedophiles had commissioned the images, supplying photographs of children with whom they had contact in real life.
He was also found guilty of encouraging other offenders to commit rape.

Russia sustained more than 10,000 casualties in a week, according to statistics from Ukraine's military, with the fast-approaching winter season unlikely to bring a lull in high numbers of fighters killed and injured in the grinding conflict.
Moscow has suffered a total of 690,720 casualties since February 2022, Ukraine's General Staff said on Monday. This includes 1,680 fighters being killed or injured in the past 24 hours, according to Kyiv.
This figure also brings Moscow's total casualties, per Kyiv's count, to 10,490 in the previous seven days.

Cadena Ser radio earlier reported that the Guardia Civil police force had agreed to buy more than 15 million 9-mm rounds for six million Euros ($6.48 million) from Guardian Ltd Israel.
Spain said it would stop arms sales to Israel in October 2023 when Israel’s war with Hamas started in Gaza.
“The Spanish government maintains the commitment not to sell weapons to the Israeli state since the armed conflict broke out in the Territory of Gaza,” it said in a statement. “Although in this case it is an acquisition of ammunition, the Interior Ministry has initiated the administrative procedure to cancel the purchase,” it said.
The Ministry said that Israeli companies would also be excluded from any outstanding tenders.

Nearly complete results from the election commission, which had previously described the vote as free and fair, point to a rather comfortable win for the ruling Georgian Dream party, with just under 54% of the votes.
The count also puts the union of four different opposition alliances at under 38%. Opposition parties and President Salome Zourabichvili, a staunch critic of Prime Minsiter Irakli Kobakhidze's government, have said the vote was rigged.
Georgian election monitors had also submitted complaints to the commission, saying they had uncovered evidence of "large-scale election fraud."

Johannesburg, South Africa – While South African legal researchers were in an undisclosed location last week, racing against time to finalise hundreds of pages of evidence proving Israel’s intent to commit genocide in Gaza, in Israel, leaders gathering near the Gaza border were calling for the besieged and bombarded Strip to be emptied of Palestinians.
During the “preparing to settle Gaza” conference, held at a restricted military zone in Be’eri last Monday, Israeli Security Minister Itamar Ben-Gvir was recorded calling for the “migration” of Gaza’s current inhabitants, and the possibility of future Israeli settlement expansion there – something considered illegal under international law.
“[We will] tell them, ‘we are giving you the chance, leave from here to other countries’,” Ben-Gvir said, while Israeli forces continued their more than yearlong bombardment of Gaza. “The Land of Israel is ours.”
South African diplomats assert that statements like these offer undeniable evidence of Israel’s genocidal intent – something they must prove before the International Court of Justice (ICJ) in an ongoing case.
“The problem we have is that we have too much evidence,” Ambassador Vusimuzi Madonsela, South Africa’s representative to The Hague, explained to Al Jazeera.

The accounts were mostly set up after July, at which time seven of the top 10 most engaged posts using the hashtags #COP29 and #COP29Azerbaijan were critical of Azerbaijan's role in the conflict with Armenia, using hashtags such as #stopgreenwashgenocide. By September this had changed, with all of the top 10 most engaged posts coming from the official Cop29 Azerbaijan account.
Global Witness, which conducted the analysis, said artificially inflating the reach of government posts was drowning out independent criticism of the country's record on the climate crisis and repression of human rights.
Azerbaijan's government will oversee the UN climate summit, which starts on 11 November, and where nations will attempt to deliver the urgent cuts in fossil fuel burning that scientists say are imperative to avoid the most destructive impacts of climate breakdown.

The German carmaker Volkswagen is planning to shut at least three factories in its home country, lay off thousands of workers and cut pay by 10%, according to the company’s union.
The deeper-than-expected cuts come as the company faces weak sales and slow expansion in the electric vehicle (EV) sector amid tough competition from Chinese manufacturers.
“The board wants to close at least three factories in Germany,” the works council chief, Daniela Cavallo, told employees at VW’s headquarters in Wolfsburg on Monday. Its remaining manufacturing sites will reduce capacity, she said, citing information provided by management.
As Europe’s top economy suffers a crisis in manufacturing and fears of mass unemployment, VW is aiming for a fundamental restructuring to cut costs. It had initially warned last month that it had the equivalent of two factories of extra capacity in Germany.
