Can I ask where you see this as unnecessary? While I can understand some students may not want or need some of these but overall it’s an effective way to prioritize health, development and overall wellbeing.

Unless your tap water has dangerous chemicals in it you'll save money just drinking that. It may taste different because you're used to a different balance, but drinking it for a week or so will lead to you getting used to it and saving money.
Dimmable white led bulbs are at least half the cost of addressable RGB bulbs. I'm not sure the "10% of light output means it uses 10% of the nominal wattage" idea holds true as some of that energy is going into running a microprocessor and wireless bridge. Using a traditional dimmer switch with white LEDs will actually use less power over time.
You've listed luxuries. You may want filtered water and a party mode on tap, but being luxuries they are definitionally unnecessary.

Your child needs a room, meals, and a laptop. This shit is your child's responsibility paid from their budget (paycheck, allowance, whatever).
Go ask the PC subs which laptop. If you want to do it well then include a USB3 docking station and peripherals. I recommend spending $1.5-2k for the most critical tool.
I am sorry but i disagree with this idea.for proper and correct development of children and young adults. They need proper suited environments and support. While the filter doesn’t add support it benefits their wellbeing and development. By easily accessible water that is not only cheap but right in their bathroom maybe. Then the stainless steel cups are to make sure for proper sensory stimulation. So they can eat and drink and not have a chance of throwing up or just starving themselves. Also lights benefit eyes in general and for sensitive eyes. We require these and having them at 10% saves so much money.
I'm happy this child is leaving your household such that they've an opportunity to become their own person. They'll let you do whatever when so close to escape. Then, they'll throw it all in a box until you invite yourself over to visit.
