A Japanese hairstylist has been sentenced to 17.5 years in prison and 20 strokes of the cane in Singapore this week for what the judge described as a “brutal and cruel” sexual assault and rape of a drunk student five years ago.

That actually seems like a fair sentence.
The wounds usually take between a week and a month to heal, depending on the number of strokes received. During this time, offenders cannot sit down or lie down on their backs, and experience difficulties controlling their bowels. Bleeding from the buttocks may still occur in the days after the caning.
Uncivilized. In the west, if you're rich enough, they let you get away with it. Or if you're a former president.
