She did confirm, however, that officers observed the vehicle flashing its red and blue lights on Monday. Deputies also made contact with the driver during a traffic stop and issued a citation, she said.
If all they got was a citation, they're not pulling people over.
Just looked it up. Seems like Florida only prohibits using flashing/rotating red and blue, or just blue, lights for select emergency vehicles. So, if this person was not turning these lights on in public, then they might not be violating the law.
