Are the two guys holding the fire extinguishers just invisible?
Q is pretty bored at this point in his existence, maybe instead of just straight up freezing a guy he actually conjured up two dudes with extinguishers for the luls?
Maybe the smoke is comprised of really cold half naked microscopic dudes all holding teeny weeny little fire extinguishers.
