It's passed off as being an authentic 'found tape,' or at least it was on release. Creator made a whole story behind it with an authentic looking website and all. If it wasn't made to look real it definitely fooled a lot of people on accident.
Back in the day it was passed around as a "found" tape of a scrapped outreach program. It was right on the edge of people making "authentic" looking videos, so it caught a lot of people off guard. It made it onto my local news website.
