Yeah, card/key operated gas and electric meters AKA prepayment. The newer meters which aren't prepayment can be remotely changed to prepayment if people are in debt or the company just decides to do it. I believe those customers also pay more.

Social democracy is just a bandaid and nothing more; social democrats think the existing system is mostly great with some minor weaknesses that can be fixed with market-based economics. It's completely divorced from reality.
Edit: To make sure I cover all of my bases, there is a difference between social democracy and democratic socialism. It's pretty fundamental.

Conservatives turn the screws for 2 or 3 terms. Labour get in for a term to loosen the screws a quarter turn to let the country rest a little bit before the conservatives get back in to continue turning again
