That fool resigned from Congress so he could be AG. For him to drop out of consideration after throwing away his career in Congress they must have some real shit on him.
My understanding is that he resigned in part to dodge the release of the ethics report. He thought he had the AG position locked in and knew that if he left Congress, they'd stop investigating him (since it was an internal rather than criminal proceeding). That just makes me think even more strongly that there must be some totally wild shit in that report.
The last time a congressperson tried to leak dirty laundry like that, they immediately busted out the gay underage incest kompromat like the next day lmao.

It's completely up to the states. A lot of states have snap elections for Congress. Many states have the same for Senate, but the governor appoints an interim senator.
