You see it with outsourcing moving to Philippines, Vietnam, India, Thailand, Eastern Europe. These firms will keep chasing cheap labor in developing nations when they can. Next'll be Cambodia, Indonesia, Bangladesh, Central Asia, Africa until there's nowhere left or its all robots.
For these types of jobs? No amount of pay is going to immediately generate sufficient workers who know how to do the job. If it takes a 4-year degree and a few months of on the job training to become as productive as the Chinese workers being replaced, then wherever the new factory is located will need to stick around to attract young people who will choose that career, or attract workers who will actually move to that place.
