Because those are beaches of the 4th amendment, so of course you don't see that happen very often. That's the point being made.
The only reason the physical stuff doesn’t happen is because it’s a logistical nightmare to perform it, but no one would bat an eye lash at the ethics of it. Simply, they would if they could 🤷♀️
