Personally never had a problem with Victoria 3. A bit buggy on release but nothing game breaking

Played Cyberpunk at launch, had no major issues with it and really liked the game.
On PC if you had an nvidia card and downloaded the drivers, the game was fantastic since day 1.
CD Projekt Red's delivers the best plots IMO.My main problem with CP77 was trying to run it on a PC that wasn't really up to the task, so the low FPS overshadowed any glitches the game had. This caused me to play the game with a heavy mental filter for technical challenges, and I managed to enjoy the story for what it is.
I've since gotten a new PC, and a new playthrough is on my agenda.
