It doesn’t, and notably there are a decent number of people who are still classified as “Missing” from Katrina. We’ll probably never know the exact number of people killed by this, it’ll be a range
depressing, they keep more data on us than they could even know what to do with and we'll just have a range of missing people, it shouldnt be that hard to figure out who is missing in this day and age
My aunt worked for fema and resigned after spending a year of her own time data cleaning and annotating an image of the disaster damage database, only for HQ to go "thanks" and leave it to gather dust in archive.
