You forgot the episode āBody And Soulā where Picardo acted as Seven acting like the Doctor had taken over her body.

Not the real Zimmerman. And he played him too. And the dilithium miners weren't The Doctor.
And, technically, the backup copy of the Doctor in āLiving Witnessā wasnāt the āprimeā Doctor.
Also he played the evil android version of the Doctor in the same episode.
