By the traditional definition they are kind of wrong. I don't agree at all with Googles relentless data harvesting and ads, but the software isn't going to make copies to hide itself on your phone and make it difficult to remove. You would be able to uninstall it like any other app without it leaving anything behind.
What about on a Huawei phone? If it wasn't there to begin with and had to be installed I'd expect it could also be uninstalled. I don't have a Huawei phone to test it out.
Depends on the operating system. E. g. on GrapheneOS you install Google apps as user apps. Therefore you can uninstall them at any time and they don't have system privileges.
I have seen other Android firmwares (MIUI?) where the manufacturer offered Google apps unofficially from their app store, so I wouldn't be surprised if it is the same for Huawei phones nowadays?
Apart from that, you can, to my knowledge, install the Google search app on any Android device, even if no other Google services are installed as a system app.
