The second tile is indeed SC 2000. more likely 3000 (with the third tile being 4?).
When I see EVs (southern Netherlands) they are mostly model S or non-Teslas from mostly VW. Autonomous vehicles aren't even allowed here AFAIK.

I therefore suggest that for new communities to be made, people may have to get explicit approval from an admin.
