Consider they are morons. They did delegate the problem to the person they saw was the expert and implemented the expert’s idea. They didn’t have much patience, but you can’t dispute the delegation.
The point is the idiocracy exists and it’s so bad that the best they can do is elect someone who is, at best, average. That’s the joke. Yeah, the decision to put someone in charge who is smarter than the rest of them is admirable and pokes at our own politicians, but nonetheless the idiocracy exists.
I disagree in that I think the movie is hilarious, but I dunno man, there are way too many people in forums like this declaring "Idiocracy was a documentary" so they can feel smart for a moment.
If you watch interviews of Mike Judge talking about it, none of that is the direction he wanted the message of the movie to go. "Lead, follow, or get out of the way" is the theme he wanted. Putting a common man in a situation where they are in a position to do something is what it's supposed to be about.
