Chad votes in favour of new constitution backed by military rulers

Referendum held earlier this month has been approved by 86 percent of voters, say the officials.

Doesn't sound like a chad move at all...
I read this headline expecting an Onion article. Forgot it was a world news instance.
86% is auspiciously high, but I have no clue about the validity of this election.

If thats what Chad wants, then so be it.
