I'm not a Cuban history expert or anything, but it seems like that quote is misattributed.
I can't find any info about a June 1961 speech in Algiera - but did find this transcript of a February 1965 speech at the same conference (Second Economic Seminar of Afro-Asian Solidarity, February 24, 1965) which makes me think the date on the meme is purposefully wrong - i.e. it sounds just correct enough. He does not mention fascists or bullets in that whole speech (but it's a pretty good read - highly recommend!)
It isn't a Lenin quote either iirc - but I believe Sovietknuckles was just saying it sounds similar to "the kind Vladimir Ilyich would have shot everybody here" like the other commenter said.

it's from a vice documentary on the Donetsk People's Republic. If I remember right, this guy's call sign was Vladimir Ilyich, and he just got out of some beef with a rival group of militia guys. So this is his response after being asked what Vladimir Ilyich [Lenin] would do.
