- The only time fuel is dumped by aircraft is during an emergency and either 1) needs to land somewhere unexpected and is far overweight for the runway, or 2) there is a situation where the landing is exceedingly dangerous and there's a need to reduce weight and potential fireball size (e.g. landing gear failures).

- Only for emergency landings. Airplanes are only fueled for a planned flight plus some reserve for economic reasons (carrying excess fuel means you consume more fuel and that costs airlines money). If you're making a regular planned approach you've already used most of planned fuel and airplane is ready to land as is. For emergency landings soon after takeoff, landing at that time would mean airplane is too heavy and would probably destroy landing gear and damage fuselage/wings on touchdown and you don't want that when you already have other problems. Only then they dump the excess fuel to get to the right landing load (weight). Source: I watch a lot of air crash investigations on TV.
Well if you can see condensed water vapor in open air, it's most likely nucleating around something. And that something is probably the combustion products from the jet fuel. I don't know exactly what each of those thousands of molecular structures are, but burning fuels in general can produce a whole host of compounds including Polyaromatic Hydrocarbons (PAHs) that can be rather carcinogenic. And that pollution most likely settles somewhere on the planet surface eventually.
As takeda said in another comment, it might not be worse than more local sources like cars or trains or power plants, but it's very unlikely to just be water, and probably not healthy.
I'm not saying it's a deliberate spread of chemicals and it's certainly not the mind control nonsense that conspiracy lunatics think. No, most combustion products are just waste with no real use. But calling it "just water" or "harmless clouds" can't be entirely right unless you believe carbon atoms can just disappear.

Some of the particles dispersed would outright NEVER land, some of them will drift hundreds if not thousands of miles before coming to rest in the ocean or a desert. Oh, also: There's tetraethyl lead in aviation gasoline. Added as an octane booster and anti-knock additive, it's a POTENT neurotoxin that makes people stupid and asocial. The fuel pumps have a big sign on them saying as much. It shows up in those chromatography tests of engine oil...and in fact you can see it. A bucket of used aviation piston engine oil has a dull metallic sheen on the surface from the lead that didn't make it out of the engine. It's not burned in the quantities that we burn jet fuel, but piston-powered planes do fly lower and closer to civilization in most cases.

Just today I learned that the fuel Cessnas use has lead in it, because the engines were developed when lead was in all gasoline and they have not found it worthwhile to certify all of those tens or hundreds of thousands of planes with new engines.
In fact, I was at a fly-in today and there were several Cessnas that were 60 and 70 years old. no unleaded fuel, and no added ethanol, either.
- So in the specific case of Cessnas, the first Cessna 172 to require leaded fuel was built in 1977. That was the year they switched from a 6 cylinder Continental O-300 engine to that goddamn 4 cylinder Lycoming O-320 H2AD engine. Bigger displacement, two fewer cylinders, more compression, required leaded fuel.
  I gave flight instruction in a new built light sport aircraft equipped with a Rotax 912 engine. Instead of Lycoming and Continental's 1930's era tech, BRP-Rotax's aircraft engines are basically 1980's motorcycle engines. Water cooled, Nikasil cylinder linings, electronic ignition, constant velocity carburetors or EFI, gear reduction, and they run absolutely fantastic on regular automotive gasoline. No lead.

  If I understand correctly, the object is to spray chemicals into the air which strongly encourages moisture to condense into clouds, either blocking sunlight or causing rain. The USAF experimented with this during the Vietnam war to some success, it's not exactly the cartoon idea of "Airplane flies by, airplane farts, there's a rumble of thunder and an instant summer rain shower". Though for various reasons to include "the chemicals you have to spray to make this work aren't very nice" it's probably a bad idea. I gather that's what the legislation in question is actually about, and it's honestly not a bad idea to regulate or ban this practice.

If any of these pass, it's inevitable that they'll either be ignored or backpedalled on in the future. I imagine they're mostly just virtue signalling and have no intention of actually passing these laws.

More note worthy would be the planes not flying into or out of those states. That would not only include no passengers flying in or out, but also no products of any kind being flown in or out. This could get interesting.

chemtrails were real for several decades, the US government admitted to dispersing harmful biological weapons over US populations by air without notification or consent in the 1975 Church committee.

doesn't mean it's happening now, but it's silly to pretend the US government didn't secretly drop chemicals and biological agents onto US citizens from aircraft when they already admitted to doing it for decades.

Chemtrails were real. Seems like a good practice to outlaw. It is also possible that legislators are lying about their intentions with this bill, and are instead trying to side-outlaw something else with this. They're politicians, they're evil.
