Yeah and that's the risk you're supposed to take on when you invest in property to rent. The things you mentioned went up max 8% in my area but the rent increase was closer to double that. It's greed, plain and simple. Landlords raise rent because they can.
The last apartment i lived in with my family allowed tenants to repaint as long as the whole room was solid or simple lines.
My family repainted every room to personal taste or one we could all agree on for group places.
Property managers did exactly this. Repaint with the shittiest paint and shittiest painters who had to have been blind apprentices who had only ever heard a vague description of how to paint by a toothless drunk man.
Not sure what the rent raise was, but I do remember they raised it.
