They should put tariffs on Mexican meth to protect local meth making jobs.

Considering the homegrown was probably 70% ratshit, I'm not sure if it was really less dangerous. And of course there was always the risk of an explosion taking out the whole neighborhood. I really don't see any good aspects to meth either way. It's not the import-export problem so much as the meth problem.
