Oh, really? You don't say? So military exercises are actually threats? What about when the US does them in the South China Sea? Or in Korea? Or in Ukraine? Are those violent threats?

  So moving nukes around on submarines or planes during exercises which are indistinguishable from an actual invasion until the moment when the vehicle changes course - such events are not violent threats?
  Is it because the US doesn't make threats but rather just indiscriminately bombs whoever it wants and has done so for the last 80 years with no consequences?
