I am guessing they are using the same logic as the article during the cold war that states that Stalin was the richest man to ever live because his dictatorial control of the USSR was so strong, we can attribute all property and economic activity in the USSR as his personal wealth.

Have they actually read any anarchist theory? Why do they think the black bloc participates in riots and direct action after every presidential election in the USA?
And they participate in liberal democracy to vote democrat to protect trans rights. When pressed with evidence of denocrats vetoing a pro trans bill, they proceeded to defend that action by the democrats. I honestly can't imagine having that little of a backbone.
i don't know much about this, and maybe none of the examples are anarchists, but isn't there a history of revolutionaries participating in the electoral process before revolutions?
