in like 70s some engineers in poland got approval from polish govt to develop thermonuclear weapons, independently from soviet stockpile. You know, basic physics research with things like laser initiated inertial confinement fusion. By a complete coincidence, chief engineer got into fatal car accident with no investigation opened at all
