This is not The Far Side.
It's a reference to the semi-notorious "Cow Tools" Farside comic. Which confused lots of people because one of the 'Cow Tools' looked like a saw.
The joke that many people had trouble with the simplicity of was "if cows made tools, they wouldn't be very good. They'd be crude/ineffective".
It was too little for many people to appreciate. The tools are a meme for some fans.
