There are 100,000 people working for the mobilization office in Ukraine, it's an army in and of itself. Fun fact: this is the most sought after job in Ukraine right now as it guarantees you won't be sent to the front, and you get legal impunity to do pretty much whatever you want to people including extorting a massive amount of bribes from them to avoid mobilization.

And Russia is full of evil removed who care only about slacking their thirst for the blood of the living.
