What does this mean in practice? Will union staff not be allowed to work for Boeing centres and other companies sending weapons to Israel? Is there a process by which the unions can specifically pressure the unis themselves to divest?

I'm no expert, but I think the most concrete measure (within our laws) would be making divestment a demand in enterprise agreement negotiations and taking industrial action.
@zero_gravitas' example is a good one I think. I'll have to double check with a friend who is involved and ask about this and for other examples.
AFAIK union policy like this in non-binding on union members. It will hopefully provide more political and practical support for union members and campus staff involved in Palestine solidarity campaigns on campus.
