Putin can't predict a Trump administration with the same confidence. Putin understands Trump is a minor outlier inside US foreign policy, which is contolled by the establishment. For example, look at the Wikipedia resume of a guy like Bill Burns who has worked under many presidents.
That is the interesting part and has been brought up before. Trump is more unpredictable which means people are less likely to test him.
In Syria, Wagner troops screwed with American troops, historically be backed down from those fights. Trump didn't and left several hundred dead. Russia wasn't expecting that results.
