I don't think working in the office is more wasteful. YOU think that, but I don't. And since the majority of fed workers don't work from home (your point), this won't make much difference.
The great thing about America is if we don't like working somewhere, we can always go somewhere else.
If working from home is sooooo efficient like you say, then there will be plenty of companies that offer that option, so these fed workers can quit and join those super-efficient work-from-home companies.
Be sure to contact them on their LinkedIn sites and offer them information about your company. Maybe they can become your super efficient co-workers.
