Coercion is something like a capitalist job hierarchy - you have to eat and need money for food which is provided by working. If you don't listen to the boss above you in the hierarchy, you don't eat. That's the general form of coercion.

The trend you are seeing with declining birth rates is a known phenomenon that arises when a developed country has proper healthcare and support for its people.When folks are more comfortable they have time to plan for their future and that plan includes children.
Ultimately we, as a species, want much lower birth rates than we have previously had because it will mean a tighter labor force that is paid more (and a lack of replacements to ensure employment at high wages) with cheaper house (smaller demand among buyers). A smaller birth rate also allows the country to take in immigrants that bring new ideas, new art, new music, and an incredible number of new foods. Immigrants are the best thing for a country's development because they take low paying jobs and turn those into long standing families with deep roots in their community.
Calling a panic over a statistic that means the opposite of the reason to call a panic seems silly. Educate yourself and be a champion for positivity.

That sudden impact on the demand for places to live will find apartments and landlords can now find many more people, some very desperate with a lump sum of a settlement or insurance payout (but not enough to buy another home), that will pay much more than you can. And they don't budget well, which is why they lived in a poor state that flooded so much insurance companies got scared, so they spend way too much without consideration for how long they can afford rent at such high prices.

These aren't steps. These are loosely related topics that insinuate some nebulous point. Make a proper list:
- Blame a minority for the problem and exacerbate existing racial tension to persecute. A scape goat is always necessary because the problem was never internal.
- Use panic and surprise to pass wide, sweeping measures that circumvent or override existing social protections. Also carve out any internal opposition to allow smoother transgressions.
- Unite the people through social movements to be more involved in government while not giving them any direct access to government. Hitler youth and the broader Nazi party were great for this, some Nazis even showing such fanaticism that they would be given preference in placement, like SS in the army. Jingoism is how they advance.
It is a time of predatory billionaires grabbing all forms of media. It would not surprise me if he did get offers.
