Good. Let them obey the law, ask permission and pay the creators they plagiarize.

Politics. governments are not monolithic bodies: science ca be promoted by one layer (the EU), fossil fuels by member states. Or pushed by different departments or parties in a coalition. You can even have a gov responding to pressure from ff companies while favouring evidence to push back
