I mean, you can criticize Israel for not appeasing Hezbollah enough, but even international analysts are pretty unanimous that this was an attack by Hezbollah. Of course they're going to deny killing Arabs. They thought they were killing Jewish children. Their entire goal is to provoke Arabic-Jewish violence, which is a completely consistent reason for the intended attack.
