They explicitly said the attack was meant to show they will respond to actions like Israel's bombing of their embassy in Syria, and have now stated they consider the attack is concluded. Israel has already given their security council the go-ahead to respond so they don't need to get any further approval for whatever they decide. We'll see if Israel chooses to keep on escalating.
