Have you looked at F-list? It can be a bit of a pain to get the hang of it, but once you do there's usually not a problem finding a partner, especially if you're playing a female character.

Yes, it's loli/shota/cub friendly. It's run by the same people who run Bad-Dragon and E621. It's basically the online roleplaying website! At least from my understanding.
