You could just slap a carbon tax on it, no need to track people
Cars aren’t even the main problem. When you burn coal, oil or gas to produce electricity and heat for various purposes, that’s covers vast majority of the emissions. Maybe start with the biggest emitters?
I'm not against that either, but the article mentioned tracking cars, which sounds expensive. Charging a carbon tax on fuel is almost self reporting
