Why do they look like a PS1 character?
Because Paramount did us all the disservice of not preserving dishing out the dough on DS9 or Voyager on film which could be in order to upscale quality. I used screenshots on Trekcore.com, upscaled, and cropped elements on my phone.

My understanding was that DS9 (and I thought most, if not all, of Voyager) was made on film like TNG, then edited on videotape with effects added. Creating a HD version for them would be the same process as remastering TNG. As far as I know, the reason this hasn't happened is the cost involved.

While DS9 quality is an issue, I think Keevan is just a PS1 character- a beautiful one.
