Elmo asked him if he wanted to drive, and Trump had to ask a handler if they wanted him to drive and they said he could. Elmo tried to reassure him that it was "just like a golf cart" but trump panicked and got out pretty quickly.
He was desperate for someone to tell him not to, but everyone was fine with it.
Then he made some quip about Biden not even being able to get in it, and us much as I dislike Biden, at least a couple of years ago he was still capable of driving:

- Part of the agreement presidents sign when they consent to USSS protection is that they are no longer allowed to drive themselves except in pre-approved, controlled situations. Thus, it's even more concerning he had to ask for permission, since this should have been cleared in the planning stages, long before he got to touch the car, and he should have known that already. Just more evidence that the trump team don't really know what they're doing.
  
  In all likelihood it was cleared for him to drive and he knew he was supposed to drive.
