The key issue with promising change and progress when you're campaigning for your party's third term is it begs the question of why now? Why haven't you done this already?
Do absolutely nothing and be marginally less destructive than national. Easy win
Anybody who says Labour has done absolutely nothing is obviously either profoundly stupid, profoundly and rabidly right wing, or has been living in a deep cave for the entirety of their administration.
