Pretty much every research university in the West has a considerable Chinese diaspora working there. While I was in the UK, most of my Chinese colleagues were outwardly fairly apolitical and work-focused, but you could tell that it's mainly cause they don't want to deal with crackers talking shit about their country and whitesplainin' their own lives to them. With the rise in sinophobia, degrading material conditions for low- and mid-tier academic staff, and increased research spending back home, I expect a lot of them will be thinking about going back.
I get that, I know there's brain drain. It just doesn't seem like a problem since PRC is doing more than fine. If anything, they seem to be doing the draining from places like Japan due to the research spending you mentioned. I believe the government on Taiwan had to fine their talent for going over due to better pay.
