Formula 1's official tyre supplier Pirelli has proposed introducing a third type of tyre for use in rainy conditions.

The problem is the spray not the tyre itself. At the wetness level at which the wets are relevant, the spray is so much that we can't race. By the time we can get back to racing, it is no longer wet enough for wets
I think this nails the issue perfectly. It's a tough call on the right solution.
The wet tires are specifically engineered to move water out of the way. I.e. create spray. So all else being equal the wets are always going to create more sparky. The tire itself is definitely a part of the equation.
