It means Netanyahu will never be welcome in Colombia and that he would be subject to arrest if he ever sets foot there. It's a terrific thing, don't be a bummer.
I guess by arresting him (and maybe certain other officials) if they ever set foot in Colombia. So practically, the enforcement is like a kind of targeted travel ban.
As far as symbolic acts go, it certainly feels more pointed to me than just expelling an ambassador.
