They didn't shoot survivors - they shot zombies to be. It was pre-emptive.

...yes, which is what the military industrial complex wants, which is why they developed the virus! It creates a forever war, with no real victims. Only an ever expanding number of enemy combatants!

That part actually sounds realistic. There were reports that cops killed a huge percentage of the innocents from the Pulse nightclub shooting, after they started pouring out from a breached wall, but they refused to investigate.
