This article has some bullshit in it. I don't doubt the reporting; I doubt the authorities. Per actual Federal law, a finding of being mentally incompetent to stand trial means the defendant is incarcerated indefinitely, not released. Why the hell was this guy on the streets?
I don't doubt what you're saying, but I'm gonna go out on a limb and say the article probably did some handwaving on the actual circumstances.
