Neither. Communities self-regulate according to the standards set by moderation. People who object to things like genocide are less likely to show up on .ml as time goes on, and thus, are less frequently banned.

Except that people don't go to .ml, .ml just appears in their feed.

Meh, some of them go way too far, and their concept of ideological purity is insane.
A lot of safe spaces end up like that eventually, see /r/pol and /r/conservative .

Maybe, but it's a rather steep dropoff I've noticed, and Lemmy's growth should prevent that somewhat
