It is optional until 24h2 releases at the end of September which it will be packaged with.

No worries. The way the info is laid out it's pretty understandable how you came to that conclusion. I came to the comments to make sure I was understanding it correctly too.
I think it is optional now, and after they observe it's stability for a while, they will move it into base update, but I'm not sure.
The article isn't especially clear. I would guess it's the way you suggest, but maybe they're gunshy after the CrowdStrike debacle and want to keep plausible deniability.
